Reading through the Super Soldier again, I notice that it can have weapons upgraded to the AT4-CS Rocket Launcher or the M230 30mm Chain gun. But what weapon does the Super Soldier Start off with? Same as a regular zombie Soldier?

if I'm reading it correctly, he starts with *no* weapons, you have to purchase them, however you can have *both* of them
Ravenwing is reading it correctly. The Super Soldier starts with no weapons. Either of or both of those weapons can be purchased. If you don't want to purchase one, you certainly don't have to, but why not... SHOOTEM!!!
